The Broadband Equity, Access, and Deployment (BEAD) Program represents a transformative federal initiative aimed at vastly improving broadband accessibility across the United States. In the wake of the 2021 Bipartisan Infrastructure Deal, states and territories were granted funds from the National Telecommunications and Information Administration (NTIA) to ensure high-speed, reliable internet access for every resident, business, and community institution. Indiana, awarded $868 million, established the Indiana Broadband Office (IBO) in 2022 to spearhead these efforts. Through a competitive procurement process, Delineate was selected to enhance stakeholder engagement and outreach for the BEAD program in Indiana. This case study explores Delineate's pivotal role in facilitating these efforts, ensuring that all Hoosiers benefit from the state's broadband expansion.

Delineate facilitated 26 visioning and listening sessions with over 460 participants, ensuring the BEAD plan was informed by grassroots realities and diverse community-specific needs across Indiana.
