The Broadband Equity Access and Deployment (BEAD) program is a federal initiative aimed at providing reliable and affordable high-speed broadband Internet to all Americans. With a substantial $42.5 billion grant allocation, this program focuses on bridging the digital divide, so that underserved and unserved areas gain equal access to the opportunities of the digital world. In July 2024, Indiana’s Volume 2 of the Initial Proposal for the BEAD program was approved by the National Telecommunications and Information Administration (NTIA), securing $868 million in federal funding for broadband infrastructure expansion across the state.

Delineate played a pivotal role in the success of Indiana’s Initial Proposal, including extensive stakeholder engagement, comprehensive policy research and planning, and ultimately collaborating with the Indiana Broadband Office to draft and submit the Initial Proposal. Throughout this process, Delineate’s Megan Minor (Director of Policy and Outcomes) facilitated numerous meetings with stakeholder groups and public feedback sessions across Indiana. This engagement process brought together county and local government officials, internet service providers, non-profit organizations, and other members of the public to provide clear explanations of the BEAD Initial Proposal and gather feedback ahead of submission to the NTIA. The insights from these engagements were combined with best practices research to create a comprehensive, customized Initial Proposal that addressed Indiana’s specific broadband needs and approach to deployment. 

The approval of Indiana’s BEAD proposal is a significant step towards bridging the digital divide in Indiana. Alan Davidson, NTIA chief, praised the Broadband Office for their strong proposal, emphasizing the extreme importance of broadband equity and equality. Further, Indiana Governor Eric J. Holcomb emphasized the importance of this project, stating, “In today’s digitally dependent world, broadband connectivity can be a lifeline for residents and better connect communities to the wider world of commerce and communication.”

As Indiana moves forward with the BEAD program, Delineate will continue to work alongside the Indiana Broadband Office to execute subgrantee selection and write its Final Proposal. During this process, Indiana will award its $868 million to internet service providers for broadband infrastructure expansion, and ultimately ensure that every unserved and underserved address in Indiana receives high-speed internet access. With a strong emphasis on community involvement and continuous engagement with diverse stakeholders, Indiana is poised to make meaningful strides in bridging the digital divide and unlocking the benefits of connectivity for all its residents.
